This members-only tutorial provides the steps to set up a menu that appears when a Font Awesome + icon is hovered with right aligned menu items in Oxygen.
One limitation with this method is that on tablets and mobiles, tapping on the + when the menu is open does not dismiss it. The user has to either tap on a menu item or anywhere else outside the menu.
I may write another tutorial using an alternate method that should not have this issue.
Step 1
Create/edit your "plus menu".
Add a custom link pointing to # and add the menu items as children under this.
